If you continue straight down the road on the other side of the rock at the end of the Agency tunnel, you'll see this ring when you get to the intersection. Put a ramp truck at the end of the sidewalk and you will get through it, but if you aren't good with these things, you'll go through a lot of trucks because of the river behind the building. Best to have a 4 star buddy toss you through while standing on the roof of the building to claim this ring quickly.
