Move east along the highway beneath where stunt ring 27 was and you'll see this stunt ring appear over this tank on your left as you move that way. Use a ramp truck to launch yourself up there. If you miss it, and manage to get your truck to stay up there, just use the "bunny hop" to claim the ring. If you position a ramp truck on the highway directly beneath the tank, it is also possible to stand on the ramp truck and toss your SUV up there to do the same thing.
