This one appears on the other side of the bridge from stunt #32 just over the Pacific City Concert Hall. You can position the nearby ramp truck in a straight line to get this ring, or you can simply have a 4 star buddy carry you up there (or carry your own SUV up there) and "bunny hop" through the ring.
